One form of embroidery backing is called heat seal poly film. It is used in the back of the emblems applied with heat to hold in the back and support all the ends of the threads. And also, in blanks emblems, to provide a stiffer blank, they make a sandwich with a non woven fabric that is hold against the fabric with the heat seal film to give more body to the patch.
